Apple TV 4K remote and soundbar volume

I am looking for help getting my Apple TV 4K remote to control volume on my Samsung soundbar. I have followed the instructions through Settings > Remotes and Devices > Volume Control > Learn New Device… but this did not work.

When prompted, I pressed the volume up/down and mute buttons on the Samsung remote and named the device. I then clicked volume buttons on the Apple TV remote to test the configuration, but my Samsung TV displayed a message “Your TV is set to use external speakers. Adjust the volume on the connected speakers directly.” I double-checked that volume control was set to the new configuration, instead of Auto or TV via IR.

It seems that the Apple TV remote is still sending volume commands to the TV, instead of the soundbar.

Can anyone please advise?
