AppleIDs for children are “tricky” and Apple’s instructions for must be carefully followed.

Are you trying to “create” a new AppleID for a child …
… or are you trying to “move” an already-existing child’s AppleID from another family?
A “move” requires following this procedure EXACTLY.

There have been multiple posts with the same problem. Make sure the credit card you are trying to add to the child’s account is on file with your Apple ID. Someone posted that when they set up the ID using a computer, they were successful. There was another post by someone who had contacted Apple Support and were told it is a software bug. You can try contacting Apple ID Support.
