Why was I charged more for an in app purchase than the app quoted?

Why was I charged more for an in app purchase than the app quoted? (Example $1.99 in app, charged $2.13). I do not live in a state with sales tax.

iPhone 11, iOS 15

May be related to local tax and/or exchange rate change.
