Can’t Track Daughters Apple Watch - verizon

My daughter has her own cellular line via verizon. She had a gizmo watch and then switched to an Apple Watch. She does not have a cell phone.

When I set up her watch I was told to do it on my phone via the “watch” app and it is on “Family Watches”.

However, I am unable to track her watch via “find my phone” app. The location services are turned on her watch and show they are active via the watch application.

Do I need to unlink the watch from my phone and have her set it up via an old unused cellphone that she logs into with her Apple ID?
