Troubleshooting "No Service":
If "No Service" shown on the top-left corner of your screen, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
Note: You need to have service, in order to enable Cellular. So, that is why you cannot enable it.
