That is correct, contacts aren't part of the icloud backup as outlined here What does iCloud back up? - Apple Support since they are synced to whatever mail or cloud program you use.

iPhone11 backup to icloud is backing up only some of my contacts. I have enough space. I just did a backup with the iphone connected to WiFi and power but the problem continues. I am on latest version - iOS15.6
