Serious issue with Deleted files.. Can't restore the files from Recycled Bin ! No PUTBACK option on right clicking on Recycle folder view ! Please HELP ! If this is not possible ATLEAST Put warning message while deleting any files !

Just to add, to get a warning when emptying the Trash, make sure "Show warning before emptying the Trash" is selected in Finder > Preferences > Advanced.
Then you will see this warning…
It's worked perfectly for us many times; we have five Macs running Monterey 12.5 but they all did as expected under every OS.
Once you empty trash you can't restore but that's by design.
You need to consider reinstalling your OS if you can't "Put Back" before emptying.
There is no recycle bin.
If there’s no put back option, just drag it out of the Trash to wherever you want it.
there are a couple of ways put back is not a possibility.
If you emptied the trash, and there is nothing to put back because it is gone.
"Put Back" works until you "Empty Trash".
Aside - current stable version of Monterey is 12.5 as of July 20, 2022
BEWARE, macOS Monterey 12.4 cannot restore files from recycle bin !!! This should be the message popup while deleting files... !
