How do I allow my child's iPhone to make basic calls?

I found the answer to my question. The 2021 iPhone SE had 2 sims and the phone would automatically fail a call when trying to dial out. One sims was internal to the phone and the second sims was the little sims chip that can be added and removed from the phone. The solution was to remove the external sims from the phone. The phone then was able to complete calls without immediately failing.
