Recovering stuff from iCloud I’ve been trying to get my contacts and apps and everything else from iCloud and I’ve been unsuccessful at doing it how can I get back all of my contacts apps and everything else from iCloud

Once contacts are deleted from iPhone that is not synced ( signed in with same Apple ID and password on the same network ) the contacts are simply erased and can't be recovered .
Regarding apps if they are deleted from iPhone they have to again download from App store Delete built-in Apple apps from the Home Screen on your iOS 14 or later or iPadOS device or Apple Watch - Apple Support
