As the Power Adapter supports Power Delivery, you should have no problems with your iPad. Be aware that your iPad will only charge at its only maximum supported charging rate (this being limited to 18-20W).

If the Samsung Power Adapter states that it is USB PD (Power Delivery) compliant, then yes, it can be safely used to charge your iPad. If the Samsung charger is not USD PD compliant, then you would be best advised to not use it.
While Apple devices support USB PD fast charging, they do support QC (Quick Charge) and other proprietary charging standards.
If you have any doubt at all as to suitability of a Power Adapter, you would be best advised to use the Power Adapter supplied with your iPad, or an Apple-sourced replacement. Consider that your iPad is an expensive item - that might be damaged by an incompatible Power Adapter.
If you are uncertain of suitability, is it worth the risk? If damaged by an unsuitable power source, you will void your warranty.
Samsung's official website says "Super Fast Charging support" but it also says "the maximum charging speed when using this power adapter is achieved only in devices that support the Power Delivery 3.0 standard" and my iPad 8 has expired in June (this is Samsung EP-TA800 25 watt)
