After updating from Mohave to Catalina, messages deleted from inbox are not moved to trash and cannot be deleted. Tried rebuilding both the Inbox and the Trash mailboxes, but that had no effect.
My mail server is Gmail.

Problem solved! I discovered that during the upgrade to Catalina the Gmail account Mailbox behaviors was altered so that Trash Mailbox was blank. As soon as I set it to Gmail/Trash deleting messages again worked as expected: deleted messages were moved to trash and they did not reappear in Inbox.
