I am trying to access Profiles and I can't find it under System Preferences. FWIW I just upgraded my MacBook Air (2017 7,2) to Monterey 12.5 though I never noticed if Profiles was available prior.

The Profiles preference panel is normally hidden. You will only see it if you have a MDM Profile installed. Normally, only people who use devices owned and managed by large companies would ever have any profiles installed.
Normally, Profiles would appear in " User & Groups " Applet in System Preferences.

By default there is no Profiles pane on a mac; and on a personal mac, there is no reason to have it.
As ku4hx said, if you can explain what you are trying to do, we may be able to guide you to it.
