I can not get service for my new Iphone 13. I can not text ore receive text or telephone calls. I can not make calls either

Did you move your sim card from the old phone to the new one, or request your carrier to give you a new sim card for the new iPhone, or activate an eSim on the new iPhone?
If you did none of those things, then yes, you would not have service.
If you did do at least one of the listed things, and still have no service, you may need to contact your carrier.
