I have no scan camera/scan option in notes

there is no camera icon or scan option in notes!? How do I get this!?

Where are the Notes being created? See the pic below.

The Scan & Lock function will only appear under iCloud Notes and On My iPhone Notes. Not on any other folder..

Do you have your notes account in iCloud? this is necessary for this function to work
