my itunes and app store has been disabled

My iphone won't let me add a credit/debit card into my phone Via app store it says "Disabled on itunes and app store" I have my icloud logged in and have never had any problems like this, can someone please help?

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
