move pictures/video from iCloud folder to the App Photo quickly?

Hi I have a lot of pictures and video saved in several folders in iCloud how can I move them quickly in Photo without downloading them first then let the device recognise them and show them in Photo app? Today I select the picture in the iCloud download in the device (iPad or Mac) and then photo recognise them and show them in the photo app... is there any quicker solution?
