Unlock my iphone

I am currently in Italy with my iPhone 11 pro I bought a couple of years back. I called my carrier which is AT&T almost a whole week trying to unlock my phone so that I can use the sim card that I bought in order to use the data here in Europe. Please please help me unlock my phone, AT&T said that they cannot unlock it but only apple can. please help me be able to use my phone here
