my phone is dead and i can not find it anywhere but i did not have the find my phone set up. is there anyway to possibly locate it if its off and not signed up. its somwhere between my house and car

What you are seeking here would be massively abused for stalking, theft, domestic partner abuse, and worse. Tracking is opt-in feature only, and cannot be enabled remotely using IMEI or serial number. And for those cases when the iPhone user has opted in to Find My, active tracking still requires the device have power.

You cannot locate a phone that is not powered, and that does not have FindMy turned on. You can look around for it, that's about it.

None of that information will help you find it if Find My wasn't turned on. None of us can help you find it, you will have to search the area the old-fashioned way....
