in system service > document and sync is using a ton of cellular data like 1gb in 1 min and i cant turn it off and not finding anyway to turn it off and now i cant use my 4G.

That sounds almost impossible. 4G will not transfer 1Gb or GB in a minute.
Settings, Cellular (or Mobile data) Turn off all non essential services.
Settings, Privacy, Location Serviced, System Services
Turn it all off and observe again.
