Problem verifying ID to set up child appleID

Hi I am having difficulty verifying ID via PayPal when trying to set up my daughters Apple ID. It sends a code but then when I enter it, it states there was an error and to try later. I have been trying for 2 days now so thinking there is an issue somewhere

I read a post yesterday where someone was having the same problem trying to add PayPal. Do you have another payment method you can use?
