Audio drops after a few seconds

When using Apple music or playing audio through speakers, after pressing play I get the expected volume, for about 3 seconds. Then the volume seems to halve. (I can not adjust audio because the system shows that Audio is still at max capacity)

If i pause the song and press play, it does the cycle again of full volume for 3 seconds and then halving again.

I have searched online for answers but have found none.

Anyone have any ideas I can try?

I've had this happen when I have Sound Check turned on (Preferences>Playback>Sound Check). It's suppose to work so all volume is at the same level between songs, but noticed it works backwards when I have it on. I turned it off and don't have the problem as much. It might help in your case.

Also, when they introduced lossless audio playback, there's a distinct sound level difference between older songs in my library that are MP3 files.
