i am trying to add an family member, but it says i need to add an debit card as a payment method but cards are not accepted by apple as a payment method in my region (India), is there some other way to add an member?

Visit the page Payment methods that you can use with your Apple ID to learn about accepted payment methods you can use with your Apple ID. India is found under the Asia-Pacific section and includes:
Apple ID balance (from adding funds)
Net Banking4 (adding funds only)
UPI4 (adding funds only)
If you are unable to add a credit or debit card, you may be able to disable shared purchases for your Family Share group to add additional members. Learn more at How to share purchases with your family under "Turn off purchase sharing".
