why my MacBook Air M2 don't have News app?

A possible reason is because Apple News isn't available in your region/country.

Apple News automatically opening when Safaro opens When I open or re-open Safari, Apple News opens at the same time. The app doesn't open on my desk top, it just shows as open in Recent Items & Force Quit. I don't have Apple News in startup items & haven't been able to figure out how to stop it. Is there any way to stop Apple News from doing this? (intel Mac Ventura 13.3) Thanks for any help.
