Content stored in iCloud can be accessed on another device, or on the web at iCloud.com, by signing into the same Apple ID used on the original device and enabling the various iCloud data options: Sign in with your Apple ID - Apple Support
If you have content that is not synced to iCloud, but rather stored in an iCloud backup, you will need to restore the entire backup to a compatible device: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support.
