Unable to verify update because you are not connected go to the internet even though it is connected to a wifi

Any luck on this? I have tried three different iPhones to update my Apple Watch Series 4 and get the same message on every phone. I have restarted, reset network settings, hard rebooted, paired, unpaired, used a 2.4G only network. I have spent hours trying to get this watch to update and am still left with a paper weight.
