iPhone Backup Data Transfer:
Yes, it is possible to restore an iPhone with a newer iOS from the backup of an older iOS. That will restore the content. Restoring a backup does not affect the iOS on either devices. Just remember that anything you have on the iPhone 8 will be deleted and replaced with the data from the iPhone 5s backup.

No. You cannot downgrade to an older iOS that what is currently in there.
I thought that you would be able to restore your phone from a backup made in iOS 12.. but I haven't tried it any time recently.
The iPhone 8 iOS would not be downgraded, but it would pull in the all the data and settings that it can to your current iOS version.
What you could do, is back up your current iPhone 8 using your computer, archive the backup to ensure it doesn't get lost/overwritten..
Then attempt to restore the iPhone 8 with the iOS 12 backup.
That is the only way you'd be able to extract data from a backup.
Note that if you were using iCloud photos or messages in iCloud at the time the iPhone 5s backup was created.. that data will not be in your backup.
To my understanding, that changed somewhere into the later updates to iOS 15. You would have to ask Apple that question and they do not participate here. You can use the Get Support link at the top of the page here if you wish to speak with Apple Support.
And if I need data from the created backup copy of iphone 5s (but I only have iphone 8)
It turns out that if my iPhone 5s is broken, and there is a backup copy of it in iTunes, that it is impossible to recover from it on another iphone?
And I also have a question: why was Apple banned from staying on ios 14.8.1 (although they said that ios 14 would receive security patches, and you could stay on this ios)?
