Someone else hook up the iPad and the email is not right and they forgot the password too how do I open it for him

Yes. If you forgot your Apple ID email address or phone number - Apple Support
No. The iPad is Activation Locked. The original owner must assist or the iPad will remain useless forever. How to remove Activation Lock - Apple Support
