can photos or videos be retrieved if the phone is stolen and there is no back up?

iPhones come with 5gig of cloud storage, it is possible some of your content has been saved to the cloud. You can your credentials (Apple ID + Password) to log into https://www.icloud.com to see if any of your media is there.
If not, then I am afraid the data is lost.

If you were not backing up your iPhone or exporting you photos to another service ….they are likely gone. Perhaps friends or family may have some of your pictures that you shared with them?
