You can try create new account:

Set up users, guests and groups on Mac – Apple Support (AU)


or reinstall macOS


Backup data first: Back up your Mac with Time Machine - Apple Support

Reinstall macOS: Reinstall macOS – Apple Support (AU)

Restore Backup: Restore your Mac from a backup – Apple Support (AU)
