For Apple IDs signed in to iTunes & App Stores, Messages and FaceTime you can just sign in, in the relevant locations.

Settings->iTunes & App Store->Apple ID, Settings->Messages->Send & Receive, Settings->FaceTime->Reachable at

For Apple IDs signed into iCloud, you cannot remove it without the password. You will need the password, no way around it. You will either need to get in contact with the original owner, or return the device for a refund.
