Somehow I lost the ability to swipe up for the control center or down for notifications. I’m sure it’s something easy but I can’t figure it out.

My control center has disappeared and I can’t scroll down to see my notifications. I can’t figure out how to restore it. I can’t use any functions like find my phone, expel water after a swim, etc. How do I restore the control center and how do I get back the ability to see my notifications. All I see now is the red dot above but I can’t swipe down to get any info.
