Sorry, but you cannot use this iPad. Return the iPad to the family you bought it from and get your money back. In its current state, it is totally useless to you. Apple won't help you. We can't help you.
When you take it back to the family, give them this link. If they can provide Apple the right documentation (proof purchase, death certificate, chain of ownership, etc.) Apple may be willing to help them. But they will NOT help you at all.

If they are unwilling to do this or give you your money back, chalk this up to a bad buying decision and recycle the iPad responsibly.
