To grant WhatsApp access to camera and others you can go to:
Settings > WhatsApp
Once you are there you can toggle the necessary access. Contacts are first, microphone might be required for video calls as well and it's the third one where camera is the fourth setting. You might also need to turn n Background App Refresh to make sure you will receive video calls.
