Adobe is (imho) not likely to do anything extra for plugins that do not work on the Apple Silicon chipsets. It is developer responsibility to publish compatible software. Adobe publishes the plugin specs and guidelines, and that’s it.
Apple is (imho) not likely to do anything extra for plugins to third party software that do not work on the Apple Silicon chipsets. It is developer responsibility to publish compatible software. Apple already offers development tools and manuals.
Notch may or may not be working on a version that will work with Apple Silicon. It would possibly be a complete re-write, as the CPU and GPU combo is quite different. For free-of-charge software, that may not be a feasible effort.
