An iPad Air 3 can run the latest iPadOS 15.5, so you should be able to at least download the Facebook App on your iPad. Sometimes, simply deleting and App and then reinstalling it from the App Store will fix such an issue.

Is it not letting you sign in on Safari or sign-in on the app after downloading it from the App Store?

Exactly which iPad do you own and what is the iOS version running on it?
Settings > General > About > Model and Version
Have you tried signing in on a computer that you aren't already signed in on? It should at least let you sign in using a web browser (Safari for example) on iPad.

Give it a try and also make sure you have a good Wifi connection.
