you install Apple configurator from the App Store.
you physically connect your iPhone (cable).
you restore it with the app.
It should guide you through the process.

I would just deactivate it and then reactive it.
If doesn't fix it you will probably get free help at an Apple Store
If you have a Mac you should try to resolve it with apples own app: "Apple Configurator"
I m sure that is update problem some kind of software bug with hey siri recognition
Are you talking about restoring an iPhone to factory state? If so, that doesn't require Configurator:
