Update needed on this vexing question. Just did the transfer from an iPad Air 64Gb that I wiped clean to give to my daughter tomorrow. Now all the App Icons are there but are not downloading and opening. They just do a couple of sweeps around the ho back to the cloud down symbol. What's the fix for this please? I tried everything on the old IOS12 era page with the same title - nothing works for me.

Try a long-touch (i.e., touch and hold) on any App that appears to be stuck during installation; next select Prioritise Download. With luck, this should kick-start and complete the App installation process.

It’s good to hear that your Apps have downloaded. Simple patience - and allowing the process to complete of its own accord - is often all that it necessary. That said, if time is short, it may be necessary to adjust the download priorities using the described procedure.
Thanks, but after a couple of days of leaving it alone while I went to work, it all happened without me doing anything more than just touching the apps and they downloaded like they should. All sorted thanks!
