Cellular

My phone tried to automatically update and could not. Ever since then my cellular data has been turning on and off. Now it is off and won’t turn on. It says “an update is required to use cellular data on this iPhone” but when I try to update my phone it says I can’t because I don’t have cellular data even when I try updating it on wifi.
