Do you have documentation that the phone belongs to you - for example your receipt from when you purchased the iPhone? You can start an activation lock removal request at https://al-support.apple.com
We are all other users here and do not work for Apple. None of us will give you a private email address.
And, I have no idea what the screen says in your picture.
Is it Activation lock?
