Home App keep asking me to set up “Hey Siri” over and over

What happens if you go through to steps that appear on the screen? Does the alert appear again when using Siri with your HomePod? If so, be sure your iPhone and HomePod software are updated as that can resolve odd issues and installs important security updates:

When you see the prompt to set up Siri, what happens you select "Continue" and work through the steps? You would want to make sure Siri has been set up completely in order to use the HomePod as you're looking to do.

If Siri doesn't recognize you

Siri might ask you who you are from time to time. You can respond with your name, or you can even begin a request by saying "Hey Siri, this is [your name]" or "Hey Siri, who am I?" If Siri calls you the wrong name, say "No, this is [your name]." Siri calls you by the name that you have set in your My Card. If you have the same name as someone else sharing your HomePod, you can change the name in your My Card to a nickname.  

If Siri doesn't recognize you after setup, try these steps. After each step, see if Siri recognizes you.

1. Reset Recognize My Voice: In the Home app, tap Home  in the upper-left corner, then tap Home Settings. Tap your name under People, then turn Recognize My Voice off then on. Wait a few minutes before trying Siri again.

2. Restart the iPhone, iPad, or iPod touch that you use with "Hey Siri."

3. Restart your HomePod mini or HomePod.

4. Set up "Hey Siri" again: On your iPhone, iPad, or iPod touch, go to Settings > Siri & Search, then turn Listen for "Hey Siri" off then on, and follow onscreen instructions to teach Siri your voice. 

5. On your iPhone, iPad, or iPod touch, go to Settings > Siri & Search, and make sure that it's set to the same language as your HomePod. 

If you have two Apple IDs in your home that have "Hey Siri" set up with the same voice, you might need to turn off Recognize My Voice on one account.

Or what might work better is to temporarily allow it, then tell HomePod to “stop listening”. It should disable it completely but will always show a tiny red alert on the HomePod icon as a reminder you need to set it up, which you can just ignore. That part can’t be removed.
