Photos are not uploading into iCloud.

Hello, I have a problem I switch to 200 storage in iCloud but my photos are not uploading there even that I have space there now. I dont know what to do and why is it happening. My photos in incloud Settings are ON to upload but its not happening. Any sugesstions?

Why cant i upload my photos in icloud? Ive subscribed to additional icloud storage of 50gb/month just so to transfer/upload my photos(17gb) to icloud to free storage space because my storage is full. Why is it not letting me upload my photos into the ICloud? I bought the .99 with 50 GB and then when I tried uploading my photos it said "Not enough space in Icloud" so I decided to buy the next icloud storage for $2.99 with 200 GB. There is enough storage, why not uploading? (Still same msg of no space)
