Cycle workout minutes recorded, not matched in Activity exercise time.

How is that when I use Indoor or outdoor cycling workouts for over an hour at an above average pace, it only records 15-20 minutes of exercise on my activity circle?

Exercise recorded but not counting towards ring goal? I’ve recently recorded 2 “outdoor walks” today - one for 30 mins and one for 48. Both recorded properly, I can see all details in my activity app BUT only 16 minutes are logged on my activity ring. Anyone know why?
