Itunes Gift Card Amount

How to use up full amount on ITunes Gift Card before I can change country code?

Currently the card value has only $0.16 balance.

I can’t change country code to add local credit card payment until I use up remaining balance.

I tried to top up using local credit card but failed.

Note:

Billing Address is Country Code A

Local Credit Card is from Country Code B

Is that why I cannot make the changes or add new payment mode using local credit card from Country Code B?

Buy something more expensive than your balance and use a different payment method from country A for the excess amount; if you can't, ask the iTunes Store staff to zero it.
