CarPlay doesn’t always recognize my iPhone SE

My iPhone SE is set to turn on CarPlay even if my iPhone is locked. CarPlay doesn’t always do this. Why not?

CarPlay does not work if iPhone XS is locked I have CarPlay settings enabled for using CarPlay when my phone is locked, but I still have to manually unlock the phone to get it to work. Is there something besides the 'use CarPlay when locked' setting in General that I need to do? I have a low tech package on the car so I have to connect with a USB cable.
