Can you log into your Apple ID at the AppleID.Apple.Com website?
Are you getting a specific message, such as disabled, or disabled in iTunes and he app store?
If your Apple ID is locked or disabled - Apple Support
Your iPad is very old, and there will be issues finding and downloading apps still with support for iOS 9.
Now I can but the authentication code still goes to my wife's ph.#
