The note at the bottom says it all … you need a WiFi connection.

Even though you appear to have one, it might not have connectivity to the internet and Apple’s servers.

You might try going into Airplane Mode (which completely turns “off” your mobile connection)… and then turning “on” your WiFi to see if you can connect.
