I just want to cancel my additional icloud storage that I pay 99cents a month for because I got a new phone that has 4x the amount of storage. Do I really need to get stuff out of the cloud and or shouldn't it all be on my phone?

Even if all of your photos and data fit on your phone you may still want to use iCloud; for example, if you have iCloud Photos turned on in your phone and your phone is lost, stolen, damaged you will still have your photos. The same is true for other data such as Contacts that can be synced with iCloud. Set up and use iCloud Photos - Apple Support

If you decide to cancel, you can cancel upgraded iCloud storage by downgrading to the free 5GB plan. See instructions in: Downgrade or cancel your iCloud+ plan - Apple Support
