Right now it only shows a few default apps.
It is on tvos 15.3 and unable to update, while internet connection is normal. When updating it stopped at "Waiting for the update server...".
I have tried factory reset many times but no change.

Verify that the Apple ID account (its billing address) is for a country that has an Apple TV App Store. If you are in a country where Apple sells the Apple TV box, and your account is for that same country, then this part should be no issue. The App Store app may be absent for unsupported countries.
Verify that this unit isn’t MDM managed through a configuration profile. That may set (invisible) restrictions, including optionally no access to the App Store.
I know you said you reset the Apple TV, so this should not be the issue, but...
Check if restrictions might be turned on:

If purchases is disabled it will remove the Appstore

i found a problem, apple tv can't login apple id store.
it seems it can't connect to apple store service which explains why this device can't update tvos either.
