Reboot your device once and check, if not tried already.

Is it only the Apple store download or other internet activities on the device too slow?

If other internet activities too slow, try rebooting the router/Wi-Fi connection.

Any Vpn? If yes, try disabling for a moment and check.

Storage space is good? If it’s very less you can try uninstalling some unused apps and then check the apps download speed
