Welcome to Apple Support Community.

First, take a look at: If your built-in camera isn’t working on your Mac - Apple Support.

If the issue persists, test in Safe Mode: How to use safe mode on your Mac - Apple Support.

You may also want to Use Apple Diagnostics to test your Mac - Apple Support.

If you need more help, or Safe Mode and the other steps do not work, contact Apple Support: Get Support.
